Margarette May Macaulay

Margarette May Macaulay is the former president of the Inter-American Commission on Human Rights (IACHR) and a commissioner of the IACHR. She has been a Commissioner since January 2016, having been elected by the OAS General Assembly during the 45th Regular Session. She is also currently the president of the IACHR Board of Directors. Macaulay was elected to serve as a judge of the Inter-American Court of Human Rights for the term 2007 to 2012. Macaulay holds a bachelor of laws degree from the University of London and is currently an attorney in private practice. She serves as Mediator in the Supreme Court of Jamaica and as Associate Arbitrator, as well as serving as Notary Public. She served as a Judge of the Inter-American Court of Human Rights from 2007 to 2012, contributing to the formulation of the Court’s Rules of Procedure. She is an honored member of the Gender Justice Legacy Wall of notable women’s rights advocates who have brought about important changes, which was launched in December 2017 at the United Nations in New York, during the Assembly of Ministers. She took part in the reform and drafting of laws in Jamaica and is well known as a strong proponent of and authority on women’s rights. She is a citizen of Jamaica.

In December 2017, Mrs. Macaulay was selected as an honored member of the Gender Justice Legacy Group of notable women rights advocates, who have worked and effected important changes. She was also acknowledged for her work on the elaboration of the Rules of Procedure and the Elements of Crimes for the International Criminal Court (ICC) during the Preparatory Sessions at the UN Headquarters in New York.

In 2018, she was re-elected by the OAS General Assembly to a 2nd term as commissioner. She continued her work as commissioner and in her Rapporteurships, save that she switched Women’s Rights for the Rights of Older Persons which she continued until the end of her mandate at midnight on the 31st December 2023. She was elected and served as the 2nd vice president in 2022 and as president of the IACHR in 2023.

Mrs. Macaulay has served the longest of everyone in the Americas in the 2 juridical organs of the OAS.
