Marcos Moreno Baez is consul general of Mexico in Nogales, Arizona, where he leads efforts to promote and protect the rights of migrants while advancing social and economic development initiatives across the border region. A career diplomat with more than 15 years of experience, Moreno has served in Mexico, Ghana, and the United States, building partnerships with governments, civil society organizations, and the private sector to strengthen policies related to human rights, migration, development, and security.

He has contributed to the resolution of human rights cases before international bodies including the United Nations and the Inter-American Commission on Human Rights. His work reflects a deep commitment to diplomacy grounded in legal expertise and humanitarian principles.

In addition to his diplomatic career, Moreno is an accomplished humanitarian photographer. His photography has been exhibited and published by outlets such as Cuartoscuro and the Nubuke Foundation, and he was recognized with a 2019 Maghreb Photography Award. Through his visual storytelling, Moreno seeks to raise awareness about the human dimension of migration and the experiences of host communities.

Moreno was an event speaker at the Dialogue.
