Lílian Cintra de Melo holds a PhD in Law from the University of São Paulo, with a visiting period at Harvard Law School’s Institute for Global Law and Policy (IGLP). She served as national secretary for Digital Rights at the Ministry of Justice and Public Security and as president of the National Council for Data Protection and Privacy from 2024 to 2026.
