Julissa Reynoso is a multilingual partner at Winston & Strawn LLP and a member of the firm’s executive committee. Her practice focuses on complex commercial litigation, regulatory enforcement, international arbitration, and cross-border disputes. She provides strategic counsel to U.S. and international clients across a wide range of sectors.
From 2022 to 2024, Reynoso served as U.S. ambassador to Spain and Andorra, becoming the first woman to hold the position. She led a critical U.S. mission encompassing economic, political, defense, and security matters and supported historic levels of bilateral investment. Prior to this, she held one of the most senior roles in the Biden White House as assistant to the president and chief of staff to Dr. Biden, managing domestic and international matters and serving as co-chair of the Gender Policy Council, the first policy council focused on gender within the Executive Office of the President.
Under the Obama administration, Reynoso served as U.S. ambassador to Uruguay and deputy assistant secretary of state for Western Hemisphere affairs, where she developed comprehensive security and rule-of-law strategies for Central America and the Caribbean.
Before entering public service, Reynoso practiced at a major international law firm, specializing in antitrust law, international commercial arbitration, and investment disputes. She is admitted to practice before the U.S. Supreme Court and has received numerous honors, including damehood from King Felipe VI of Spain and recognition from leading legal publications and institutions.
