José Antonio Parra Fandiño serves as the director of inspection and oversight at the National Electoral Council of Colombia. He has been a legal professional with over 17 years of experience in Colombia’s Judiciary, the Attorney General’s Office, the National Civil Registry, and the National Electoral Council. He has served as a professor since 2010, teaching courses in administrative law, administrative procedural law, electoral law, and constitutional law at both undergraduate and graduate levels.

Parra Fandiño earned his law degree from the Agrarian University of Colombia and holds a master’s degree in public law from Externado University of Colombia. He has specialized in administrative law and constitutional law from Rosario University and completed a specialization in democracy and electoral regimes from Sergio Arboleda University. Currently, he is a PhD candidate in Law at Santo Tomás University.
