In July 2022, Jorge L. Wheatley was elected as chair of the executive committee of the Latin American and Caribbean Council for Civil Registration, Identity and Vital Statistics (CLARCIEV). Since December 2018, he has held the position of director general of the National Registry of Population and Identity (RENAPO) of the Ministry of the Interior.

Wheatley holds a degree in computer systems engineering from the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM). He holds a master of science degree from University College London, England.

Wheatley was an event speaker at the Dialogue.
