Héctor J. Cerna is the President and CEO of IBC Bank in the Eagle Pass region.. With over 25 years in the South Texas banking industry, Cerna has overseen the bank’s expansion across Eagle Pass, Del Rio, and Uvalde. He brings a strong background in finance, real estate development, and venture management, and maintains deep community ties through roles with the City of Eagle Pass Economic Development Subcommittee, the Maverick County Development Corporation, and the Border Trade Alliance. A graduate of the University of Texas at Austin, Cerna was appointed by Texas Governor Greg Abbott to the Texas Finance Commission and continues to foster cross-border economic collaboration.
