Gurméndez is an Uruguayan engineer, politician, and businessman. He is currently the president of the National Telecommunications Administration of Uruguay (ANTEL). His career has alternated between the public and private sectors. Besides being the former Minister of Transport and Public Works of Uruguay, he has been general director of the Cancun International Airport in Mexico and executive director of Hípica Rioplatense in Uruguay. 

Gurméndez is an industrial engineer from the Faculty of Engineering of the University of the Republic in Montevideo, Uruguay. He also holds a diploma in economics from the Montevideo Institute of Economics and has taken several courses in General Business Management in Uruguay. 

Gurmendéz was an event speaker at the Dialogue.
