Eduardo Guerrero is a seasoned public policy expert and political analyst with extensive experience in Mexico and a founding partner of Lantia Consultores. He has held senior roles in key institutions including the Office of the President, the Center for Research and National Security (CISEN), the Ministry of Social Development (Sedesol), the Federal Institute for Access to Information (IFAI), and the Federal Electoral Institute (IFE).

In the Office of the President, he worked on public opinion research and public policy analysis. At CISEN, he produced strategic and political intelligence reports. At Sedesol, he directed social organization efforts tied to the Solidaridad anti-poverty program and advised on political affairs. He was instrumental in the creation of IFAI, where he led research initiatives and developed transparency evaluation tools. He co-authored Mexico’s first State Transparency Index. At IFE, he served as Chief of Staff to the President Councilor and later as Executive Director of the Electoral Professional Service, where he led a major reform to modernize recruitment, training, and evaluation processes.

Guerrero has also taught at top academic institutions including El Colegio de México, Instituto Tecnológico Autónomo de México (ITAM), Centro de Investigación y Docencia Económicas (CIDE), Tecnológico de Monterrey, and the Matías Romero Institute. Guerrero works in research on violence and organized crime in Mexico.
