Doria Vélez Salas is the director of security and justice research at the National Citizen Observatory (Observatorio Nacional Ciudadano – ONC). With a strong background in public security and criminological research, she has led key initiatives aimed at improving democratic governance and justice systems.

At ONC, Vélez Salas directs comprehensive studies on violence, security policy, and legal frameworks. Prior to this, she designed and managed pivotal public security programs, collaborating with national institutions and engaging in policy outreach.

A frequent commentator on security and justice in Mexico, she has contributed to forums at the Wilson Center’s Mexico Institute and other prominent platforms, offering expert insight into pressing challenges in Mexico’s justice sector.
