Cristóbal Fernández has served as the chief of the Electoral Technical Cooperation Section at the Organization of American States (OAS) since 2017. In this role, he oversees and coordinates electoral cooperation projects implemented across OAS member states.
With extensive experience in electoral observation and technical cooperation throughout Latin America and the Caribbean, Fernández has participated in over 25 Electoral Observation Missions (EOMs) and held the role of deputy chief on missions in Colombia, El Salvador, Guatemala, Honduras, Nicaragua, and the Dominican Republic.
His areas of expertise include voter registration, electoral organization, electoral justice, results transmission, and electoral reform. He is also a co-author of the methodology for observing electoral participation among indigenous and afro-descendant communities, as well as the Guide to Organizing Elections During a Pandemic.
Fernández holds a law degree from the University of Chile and an LLM in international law from American University.
