Celia Toro

Maria Celia Toro is a professor of political science at the College of Mexico (Colegio de México, or Colmex), where she focuses on international relations, Mexican foreign policy, narcotrafficking and the US-Mexico security relationship. Toro also acts as the coordinator of Colmex’s Mexico-US-Canada Program. Her academic career is extensive and includes visiting positions at Stanford University, Harvard University, the University of Texas at Austin, and the University of California, San Diego. She also has numerous publications—publishing her book Mexico’s “War” on Drugs: Causes and Consequences in 1995 and serving as editor for special volumes of the academic journals Revista Mexicana de Política Exterior and Foro Internacional in 2012 and 1999, respectively. Toro received her undergraduate degree in international relations from Colmex and her master’s degree from Stanford.

Toro was an event speaker at the Dialogue.
