The fourth ministerial meeting of the China-CELAC Forum took place in Beijing on May 12-13, 2025, marking the 10th anniversary of the group’s creation. In addition to dozens of American and Caribbean foreign ministers, Presidents Lula da Silva of Brazil, President Boric of Chile, and President Petro of Colombia, also visited China during the event. The China-CELAC ministerial forums, which are held every three years, have traditionally served as platforms for China to communicate its regional policy and priorities to Latin American leaders, while also engaging with partner nations on issues put forth in the forum’s five-year cooperation plans. Now, against a backdrop of geopolitical and trade turbulence, China’s messaging and proposals will be of heightened interest to both attendees and broader audiences across the region.
