School leadership has taken on renewed importance in the educational debate in Latin America. During the last two years in particular, it has been recognized as a critical factor in the formation of new generations facing a world with new and greater challenges. The Covid-19 pandemic has forced many educators to transform their pedagogy, their classrooms, and their classes in order to guarantee the continuity of their students’ learning. In turn, principals have faced new challenges, in which their guidance and the transformation of their role is essential, continuously supporting teachers to develop their own leadership.

The Working Group “Strengthened School Leaders” was convened and organized within the framework of the Regional Program “Leadership for Change” of the U.S. Agency for International Development (USAID), Teach For All, and the Inter-American Dialogue with the goal of reaching a consensus and codifying leadership competencies for teachers and school principals, as well as promoting a shared vision of horizontal leadership in the context of the pandemic, especially those from Colombia, Ecuador, and Paraguay.

As a product of this initiative, this statement is offered to empower the voices of educators in policy debates on leadership competencies and horizontal leadership. It underscores that school leaders, especially teachers and principals, must have a leading, innovative, and creative voice in discussions about what they have achieved and what they need after more than two years since the pandemic in order not to return to the old normal but to seize this moment to transform education.
