Recognizing this fact, education systems across the Latin American region have created policies to strengthen English language instruction, regulate quality, and assess outcomes. Nevertheless, available data suggest that too few students reach true proficiency and key bottlenecks related to teacher preparation, effective evaluation, and curricular implementation remain unaddressed.
