Kenneth Davison McClintock, former lieutenant governor of Puerto Rico: “Seventeen years ago, Governor Aníbal Acevedo, after vetoing it once, signed my net metering law, which has resulted in insulating 130,000 homes, 10 percent of our families, from our horrendous electric grid, the most unreliable and expensive in the nation. Since then, a bipartisan law that President Obama signed eight years ago created an unelected board to pull Puerto Rico out of bankruptcy, which it has, with the locally unconstitutional power to stop laws approved by our legislature and signed by the governor. That Fiscal Oversight and Management Board, or FOMB, has now reached back, not weeks or months, but 17 years to question the validity of my initiative, the 2007 Net Metering Act. Worse yet…”
