In an interview with Folha de S.Paulo, Bruna Santos, director of the Brazil Program, discussed the U.S. Trade Representative’s preliminary findings under the Section 301 investigation concerning Brazil, arguing that such proceedings have historically served less as an end in themselves and more as tools to increase U.S. leverage in trade negotiations.
