This publication is an initiative of the Inter-American Dialogue’s Mexico Program and presents key insights on North America’s digital and AI integration. It builds on the work of the United States–Mexico–Canada Agreement (USMCA) Digital Trade and AI Task Force, convened by the Mexico Program since 2025. It presents actionable policy recommendations to strengthen USMCA Chapter 19 (Digital Trade) and advance a more integrated and inclusive digital economy across North America. It was developed in collaboration with leaders and experts from the private sector, academia, think tanks, and civil society on both sides of the border.
As North America approaches the 2026 review of the USMCA, the region faces both opportunity and urgency. Chapter 19—one of the agreement’s most innovative components—established a leading framework for digital commerce, setting standards on cross-border data flows, privacy, cybersecurity, and emerging technologies. Yet as artificial intelligence, cloud computing, and digital services evolve at unprecedented speed, the agreement’s digital provisions must adapt to ensure openness, trust, and fairness continue to support innovation, inclusion, and regional competitiveness.
This report outlines practical pathways for trilateral cooperation to help ensure that digital transformation strengthens a more resilient and integrated North America.
