International Best Practices in Cross-cutting Budget Tracking: The Case for People with Disabilities in Peru

This report presents the best international practices in cross-cutting budget monitoring and their applicability to public budgeting for people with disabilities in Peru. This report responds to the need to improve the visibility, prioritization, analysis, and monitoring of public spending on the care of people with disabilities, a group that faces barriers to their full and effective participation, well-being, and development in society.

The study’s objectives include identifying and analyzing conceptual models and successful experiences in different countries while proposing a framework adapted to the Peruvian context to improve the management and efficiency of public spending on disability. The framework aims to ensure that allocated resources contribute to the inclusion and well-being of people with disabilities. 

The study employs a thorough review of conceptual models and international experiences in the use of budget classification for cross-cutting issues, such as disability. Some of the approaches explored are the inclusive budgeting, disability-sensitive budgeting, and CRPD-compliant budgeting. The research evaluates the expenditure classifiers commonly used in public budgets and proposes a framework to categorize programmatic actions and resources allocated to disability, facilitating a detailed analysis and effective monitoring of public expenditure.

The study is part of a joint collaboration between the Inter-American Dialogue, UNICEF Latin America and the Caribbean, and Atipay Perú. An in-depth discussion about the study can be found in the Disability, Social Protection, and Fiscal Policies webinar.
