The ecosystem of digital content and platforms in Latin America is undergoing a period of accelerated transformation. The expansion of access to devices, investment in extending connectivity, and the emergence of new technologies such as artificial intelligence (AI) are redefining how educational content is produced, organized, distributed, and used. This shift creates opportunities to strengthen educational pathways, personalize learning, and expand access, but it also raises critical questions about governance, sustainability, pedagogical quality, and data protection.
In this context, the Working Group on Technology and Innovation in Education of the Inter-American Dialogue convened two meetings in 2025 devoted entirely to digital content and platforms. This technical brief is the result of those meetings and aims to identify gaps and advances in the current ecosystem, as well as to explore what capacities, decisions, and partnerships are necessary for countries in the region to ensure equitable access to relevant, safe, and high-quality digital content.
