Venezuela: A Roadmap to Protect Independent Journalism in Closed Regimes

On February 6, 2025 the Dialogue’s Rule of Law Program released a policy brief outlining a roadmap to safeguard independent journalism in restricted civic spaces, drawing on lessons from Venezuela’s post-electoral context. The brief explores the challenges journalists face under increasing repression and censorship while highlighting innovative strategies to sustain information flows and media viability.

Independent press is a cornerstone of democracy, essential for accountability and transparency. In Venezuela, the government has systematically shut down media outlets and enforced an information blockade, pushing journalists to develop new methods to reach audiences. The report underscores the importance of decentralization, digital adaptation, and international collaboration to counteract these restrictions.

The policy brief outlines key actions to strengthen independent journalism in closed regimes, including:

  • Promoting decentralized information networks to empower communities in content generation and dissemination.
  • Enhancing operational resilience through secure communication channels and remote work strategies.
  • Strengthening early warning systems to anticipate censorship trends and mitigate risks.
  • Building alliances and coalitions among independent media, civil society, and international partners.
  • Expanding access to encrypted messaging tools and VPN technologies to bypass digital censorship.
  • Fostering collaboration with exiled journalists and diaspora networks to amplify reporting and sustain media operations.
  • Engaging with technology companies to develop censorship-resistant tools and support independent media.
