This report is a collaboration between the Inter-American Dialogue’s Mexico Program and Fundación IDEA, presenting key insights from the 9th Edition of the High-Level Innovation Forum for the Mexican Legislative Branch. It offers a summary of the perspectives and ideas exchanged throughout the forum.
The forum convened Mexican legislators with specialists, business leaders, academics, and technology experts in Washington, D.C. from June 3 to 5, 2026, across eight sessions covering autonomous vehicles, artificial intelligence and data governance, genome editing in agriculture, semiconductors and advanced manufacturing, health technology, and biomedical innovation.
Three themes ran through every session. Participants pointed to energy as a foundational factor shaping the region’s technological development, with clean generation, transmission, and distribution repeatedly identified as prerequisites for progress on artificial intelligence (AI), semiconductors, and biomedical innovation. Regulatory certainty, achieved through clear and consistently applied rules, came up repeatedly as a factor closely tied to investment decisions. Sessions also touched on a range of domestic policy topics, including data governance and workforce regulations, with speakers and legislators offering differing views throughout.
This report offers a window into those conversations, capturing the range of perspectives shared over three days on the technologies and policy questions shaping North America’s competitiveness.
