Regional Agenda for Early Childhood Development: Multi-Sector Collaboration and Financing

  • Create policies and national plans with the vision to uphold the rights of children and promote their human development. These policies and plans must be binding for different government agencies and be supported by sustained public investment
  • Create high-level entities that can coordinate the inter-sector collaboration and articulation necessary to carry out these policies.
  • Establish technical cooperation processes between government levels in every country, in order to build public management capacity
  • Create mixed financing and budgeting schemes to fund ECD programs. For this purpose, countries must measure how much is currently being invested into early childhood and how much more investment is needed to address early childhood development holistically.
