What Will Come of Costa Rica-Israel Cooperation?

  • Costa Rican Finance Minister Rodrigo Chaves said on July 9 that the country will deploy technology developed by Israel’s Mossad intelligence agency to combat customs fraud and contraband. The announcement came as Costa Rica seeks to strengthen tax collection and public revenues, and as it strengthens its ties with Israel, including with a free trade agreement that is pending ratification by Costa Rica’s Legislative Assembly. What does Costa Rica stand to gain from expanding its cooperation with Israel? What is known about the Mossad technologies expected to be adopted, and how effective could they be in reducing smuggling, tax evasion and revenue losses?
