What Do Abuse Allegations Mean for Haiti’s Missions?

  • Investigators at the United Nations have substantiated at least four instances of sexual abuse and exploitation by members of the U.N.-backed Multinational Security Support (MSS) mission in Haiti, Reuters reported on April 2. Kenya, which provided most of the troops for the MSS mission, disputed the U.N. report, saying a board of inquiry had found the allegations to be “unsubstantiated.” The U.N. report came a day after a contingent of soldiers from Chad arrived in Haiti, marking the first foreign deployment to the planned 5,500-person Gang Suppression Force (GSF), which is set to replace the MSS by the end of this year. To what extent could the allegations by the United Nations affect the new mission, its legitimacy and oversight? Why are sexual abuse allegations recurring in Haiti among foreign troops, following a scandal two decades ago in which U.N. peacekeepers were accused of abusing Haitian children?
