Do U.S.-Colombia Security Ties Face Lasting Damage?

  • Colombian security forces will halt intelligence sharing with the United States in response to the Trump administration’s ongoing campaign of deadly U.S. airstrikes against alleged drug traffickers in the southern Caribbean and eastern Pacific, Colombian President Gustavo Petro announced Nov. 11. Three days later, Colombia’s government finalized a $3.6 billion deal for 17 new Gripen fighter jets from Swedish manufacturer Saab, which beat out a U.S.-backed offer for F-16 jets. To what extent has the U.S.-Colombia defense relationship suffered lasting damage in the past year under Petro and U.S. President Donald Trump? How might a pause in intelligence sharing activities affect both countries’ ability to tackle transnational criminal networks? How important would Colombian intelligence be for a potential large-scale U.S. military operation in the region?

Michael Evans, editorial director at the National Security Archive: “The end of intelligence cooperation would be the most damaging blow to the U.S.-Colombia ties in decades—maybe ever—but it seems unlikely to happen for several reasons. Intelligence has been the cornerstone of U.S.-Colombia security ties since the 1960s when the United States helped transform the DAS intelligence service into a secret police force focused on internal subversion. After the Cold War, the United States helped refocus Colombian intelligence forces on the threat posed by drug cartels and ‘narcoguerrillas.’ Even when the Clinton administration revoked the visa of President Ernesto Samper in the 1990s, the basics of security cooperation—including counternarcotics and intelligence sharing—persisted.
