Phil Gunson, senior analyst for the Andes region at International Crisis Group: “For the past three months, the Trump administration has been ramping up the pressure in a bid to persuade Nicolás Maduro to leave power or convince parts of the military to overthrow him. It has parked a sizable military force in the Caribbean and accused Maduro of heading a ‘narco-terrorist cartel.’ If Venezuelans do not get rid of Maduro, the unspoken message goes, the United States will. But Washington seems reluctant to engage in full-scale conflict with Caracas. U.S. forces already deployed could certainly topple the Maduro government, but without a commitment from Washington to guarantee internal security in the aftermath, Venezuela might easily…”
