What Will Result From a Mexican Mayor’s Killing?

  • Carlos Manzo, mayor of Uruapan in Mexico’s Michoacán state, was killed Nov. 1 during a public celebration in a suspected targeted assassination, the Associated Press reported. Manzo, an independent politician, had been critical of Mexican President Claudia Sheinbaum’s security policies, calling for tougher action against organized criminal groups, a number of which are currently battling for control of territory throughout Michoacán. To what extent is cartel-related violence a growing problem in Mexico? How effectively has Sheinbaum’s government addressed cartels’ power in the country, and how might the government’s recently announced security plan for Michoacán help reduce violence? Diana Paz García, international security analyst: “The assassination of Carlos Manzo laid bare the degree to which organized crime has infiltrated local governance in Michoacán and across Mexico. His killing–and the murder of two agricultural leaders who denounced criminal extortion in the lime industry–illustrated two persistent patterns. First, the state’s presence is weakening as criminal groups take over legal industries and local politics. Second, public officials, activists and community representatives operate without adequate protection in some of the country’s most violent regions. Michoacán has been at the center of Mexico’s militarized ‘war on drugs’ since it began in 2006.
