The primary stated objective is to protect citizens’ fundamental rights by adopting a risk-based framework inspired by the European Union’s AI Act, thereby fostering an environment for responsible and ethical AI development. The central debate mirrors the global discourse: balancing innovation with regulation. In line with AI Act, this legislation establishes highly burdensome and difficult-to-comply- with technical and legal obligations, especially for start-ups. It also jeopardizes the country’s opportunity to participate at the forefront of global innovation by limiting the ability to train advanced AI models on Chilean-sourced information and data. And, in some places, the bill goes even further than what European regulations establish. Yet, the bill would enact these systemic changes without considering the structural…”
