How Challenging is Brazil’s Tax Code for Multinationals?

Geoffrey Dennis, independent emerging market commentator: “The fiscal history of Brazil has been challenging for many years. A lack of deep-seated tax reform, excessive government spending and high interest rates have made fiscal consolidation very difficult. The situation has worsened in recent years. Brazil ran a budget deficit of 3 percent of GDP in 2013; this rose to 8.5 percent in 2024 and 8.2 percent in this year up to September. A telling sign of the difficulties facing the Brazilian authorities in pursuing long-term fiscal balance is that the primary deficit (before interest payments) was only 0.36 percent of GDP in 2024.
