Catherine Osborn, author of Foreign Policy’s Latin America Brief: “While former President Boluarte was highly unpopular, most Peruvians don’t think installing Jerí was the solution, according to an Instituto de Estudios Peruanos (IEP) survey taken after Boluarte’s impeachment. It found that 53 percent of those interviewed disapproved of Jerí becoming president, while only 32 percent approved. Jerí previously led the legislature that blocked probes into Boluarte and neutered prosecutors’ and investigators’ tools to fight rising crime. Furthermore, the killing of a demonstrator following Boluarte’s ouster appeared to echo abuses by state security forces at the start of Boluarte’s term. The global wave of self-declared Gen Z protest did not cause Peru’s recent demonstrations against Boluarte and then Jerí, but it may have emboldened them. Now, with the state of emergency, Jerí has the chance to demonstrate potential progress on crime, though Boluarte’s multiple emergency declarations did little to solve the problem.
