What Will Next Month’s Referendum Mean for Ecuador?

A referendum pushed by Ecuadorean President Daniel Noboa will ask voters next month whether to start a process to rewrite the constitution and also whether to allow foreign militaries to operate in the country.

President Daniel Noboa’s approval dropped from 81.4 percent in February to 51.6 percent in September. Against this backdrop of growing discontent—and following a 2024 referendum on security and employment—the president is again calling citizens to the polls.
