What Are the Stakes as Brazil Prepares to Host COP30?

  • The COP30 United Nations climate change conference begins on Nov. 10 in the northern Brazilian city of Belém. The administration of U.S. President Donald Trump—which withdrew from the Paris climate agreement immediately after assuming office in January and has sparred with Brazil’s government over the trial of former President Jair Bolsonaro—has not ruled out sending a delegation to COP30, U.S. Energy Secretary Chris Wright told Bloomberg News on Sept. 12. What does the administration of Brazilian President Luiz Inácio Lula da Silva expect to accomplish at COP30? How might the presence—or absence—of a U.S. executive branch delegation affect the conference? What’s the geopolitical significance of Brazil hosting the high-profile summit?
