Christopher Hernandez-Roy, senior fellow and deputy director of the Americas Program at the Center for Strategic & International Studies (CSIS): “In Mexico, Rubio met with President Sheinbaum less than 24 hours after the U.S. military attacked a Venezuelan boat suspected of transporting drugs, killing those on board. He was in Mexico to reinforce joint efforts against transnational criminal organizations, now designated as foreign terrorist organizations (FTOs). A key outcome of the visit was the creation of a high-level implementation group to institutionalize cooperation between the United States and Mexico. This group will coordinate operations against drug, arms and human trafficking, dismantle illicit financial networks, and develop rapid-response protocols. While Sheinbaum welcomed deeper cooperation, Mexican officials emphasized sovereignty and clearly opposed any unilateral U.S. military actions within their territory.
