What Does a New Amnesty Law Mean for Peru?

Cynthia McClintock, professor of political science and international affairs at The George Washington University: “Since Boluarte reached Peru’s presidency in December 2022, her goal has been to avoid impeachment; her signing of Peru’s Aug. 13 amnesty law was to this end. Boluarte built support within Fuerza Popular, the largest party in Peru’s Congress, as well as its congressional allies; Fuerza Popular is led by Keiko Fujimori, the daughter of Alberto Fujimori, who was Peru’s president throughout the 1990s and was convicted of human rights violations in 2009. Boluarte also built support within Peru’s military and police. Further, this amnesty could be a precedent for a subsequent amnesty not only for officers, but also for Boluarte herself for human-rights crimes amid government repression of Peru’s protests in 2022 and 2023. In all probability, Boluarte has calculated that pushback from the Trump administration is extremely unlikely…”
