Would Accelerated Projects Spur Canada’s Economy?

  • Canada’s House of Commons on June 20 approved the One Canadian Economy Act and the Building Canada Act, legislation intended to accelerate the approval of infrastructure and resource projects and eliminate internal barriers to trade. Prime Minister Mark Carney introduced the legislation earlier this month after meeting with provincial premiers to discuss infrastructure and commodity projects. What are the most important parts of the new legislation, which now faces debate in Canada’s Senate, and what are the biggest internal trade obstacles that it seeks to dismantle? What are the most significant projects that could be advanced as a result of this effort? How important are the measures to Canada’s economic growth, and what drawbacks could the legislation bring?

The Building Canada Act, a part of Bill C-5, has attracted significant criticism from Indigenous nations, environmental groups and legal scholars across Canada for the extraordinarily broad discretionary powers that allow existing regulatory requirements to be ignored. Its key provisions are to fast-track pipelines and other large infrastructure projects through the creation of infrastructure corridors and a schedule of National Interest Projects (NIPs).
