What Do Canada & the U.S. Want Out of a Bilateral Deal?

  • Canadian and U.S. officials are negotiating a new bilateral economic and security deal, Canadian Prime Minister Mark Carney told the CBC on May 27. Carney said he aims for a deal within months to remove the 25 percent tariffs that U.S. President Donald Trump imposed on some Canadian goods and Canada’s 25 percent retaliatory tariffs on some U.S. products. The two countries are also discussing Canada’s potential participation in Trump’s proposed “Golden Dome” anti-missile initiative. What do Canada and the United States want to get out of a deal on tariffs, and where could they find common ground? What sectors are most affected by the tariffs, and how likely is a deal within months? How would the Golden Dome project affect security in the Western Hemisphere, and how feasible is the proposal?

Duane Bratt, professor of political science at Mount Royal University: “Canadian and American officials have stated that they are negotiating a new bilateral economic and security deal. In one sense, this is not a surprise. There are thousands of bilateral agreements between the two countries in existence, and they are continuing to be updated. Canada is also not afraid of major agreements, such as the original Canada-U.S. Free Trade Agreement in the 1980s and the North American Aerospace Defense Command (NORAD) in the 1950s. However, in the current context, it will be difficult to achieve a significant new deal. On the economic side, CUSMA (or USMCA) is up for review in 2026. But this is in the midst of the most serious trade war…”
