Will $1 Billion in Russian Investment in Cuba Materialize?

María José Espinosa, executive director of the Center for Engagement and Advocacy in the Americas: “Any foreign investments in Cuba’s economy without internal structural reforms will face the same barriers that have stalled past investment efforts: bureaucratic inefficiency, lack of transparency, limited to no legal protections and an economic model that resists competition and private initiative. Russian companies’ plans to invest over $1 billion in Cuba by 2030, particularly in electricity production and agriculture, signal a growing economic and geopolitical alignment between Havana and Moscow. These proposed investments come at a moment of acute crisis on the island, marked by food shortages, prolonged blackouts, inflation and widespread migration, and they would offer short-term relief to critical sectors of the Cuban economy. But they also underscore a deeper strategic trend—as the United States limits its engagement with Cuba…”
