Jorge Mantilla, Amazon security coordinator at Fundación para la Conservación y el Desarrollo Sostenible in Bogotá: “The peace and security policy of the Colombian government is going through a collapse. As a result, in recent days, at least 23 law enforcement members have been assassinated by armed groups across the country, and violence as well as its humanitarian impact is expected to increase in the following months. Within that context, the ELN has recently launched a military offensive in the northeastern regions of the country, including Arauca. While attacks on oil pipelines are not new in the criminal modus operandi of the ELN, they have four important characteristics: pressuring specific extortions or negotiations the group might be conducting with actors of the oil industry; dynamizing the ‘reparation’ industry that the ELN has developed in Arauca; deviating resources, including oil and other derivatives to contraband illicit economies that the ELN controls along the border; and provoking deployments…”
