Can the U.S. Limit Illegal Arms Sent to the Caribbean?

Sasha Filippova, senior staff attorney at Institute for Justice & Democracy in Haiti (IJDH): “The U.S. government’s ongoing choice not to control the illegal flow of guns into Haiti is wreaking havoc. Even though Haiti produces no guns or ammunition and is subject to a weapons embargo, according to the latest report from the U.N. High Commissioner for Human Rights, Haiti is awash in increasingly sophisticated weapons, most of which are in the hands of armed groups. The report links 92 percent of deaths and injuries from the past several months to those guns. Other crimes—and the armed groups’ ever-increasing power—are traceable to the guns as well. Haiti’s crisis would not have its catastrophic insecurity and humanitarian dimensions but for these weapons, the vast majority of which are illegally trafficked from the United States.
