Will Significantly More Police Be Deployed to Haiti?

  • Solving the humanitarian and political crisis in Haiti would require 2,500 or 3,000 international security officers, up from the current level of just over 800, William O’Neill, the U.N. High Commissioner’s Designated Expert on Human Rights in Haiti, said on March 11. The U.N. Security Council is debating whether to increase its support for the ongoing mission in Haiti. How feasible is such an increase in foreign security officer deployments to the U.N. mission in Haiti, and which countries would provide the personnel? To what extent would such a deployment help authorities wrest control of the country from organized criminal groups, and what would happen if it doesn’t arrive? How has the U.S. government’s freeze in its aid to the ongoing mission affected the crisis in Haiti?

Renata Segura, deputy program director for Latin America and Caribbean at the International Crisis Group (ICG):“Last year, Haiti requested that the Kenya-led Multinational Security Support Mission (MSS) be transformed into a full-fledged Blue Helmet operation. Port-au-Prince’s request came as the security support mission has not been able to raise enough voluntary contributions to reach its planned headcount (2,500 members) or receive the equipment needed to effectively curb the gangs. In response, the U.N. Security Council asked Secretary-General António Guterres for a report laying out the possible ways for the United Nations to step up support to Haiti. In a letter sent a few weeks ago, however, Guterres noted that a peacekeeping operation is not a feasible option at the moment and instead proposed a U.N. logistics package to support the MSS and strengthen…”
