Michael Reid, journalist and associate fellow at Chatham House: “Albert Ramdin knows the OAS inside out, having been its assistant secretary-general from 2005 to 2015. He is a professional diplomat, a consensus builder by inclination and, as the first person from the Caricom group to occupy the top job, has a strong base of votes. His predecessor, Luis Almagro, with the best of intentions, tended to grandstand on issues such as Venezuela, but merely showed how toothless the OAS is. The problem Ramdin faces is that leading the OAS is an impossible job that has just gotten harder because of the return of Donald Trump to the White House. The OAS’ most useful work is in electoral observation and its human-rights machinery. It can also play a role in coordinating responses to transnational problems such as organized crime. Ramdin champions traditional multilateralism, but Trump is a unilateralist who has little interest in human rights (or, one might say, clean elections).
