Why Is Peru’s Security Situation Deteriorating?

Peruvian authorities declared a 60-day state of emergency for large portions of Lima on Sept. 26 to fight a rising crime rate that led to a major transportation strike and associated protests. At least four bus drivers have been killed since the end of August amid a “wave of extortions,” as characterized by the leader of a major Peruvian transportation union. What underlying factors are causing the deteriorating security situation in Lima? How will the state of emergency affect how authorities fight crime? What are the political ramifications of the rising crime rate?
