Can International Talks Solve the Crisis in Venezuela?

  • Officials of the governments of Brazil, Colombia and Mexico are reportedly in contact with Venezuelan President Nicolás Maduro’s government and representatives of opposition presidential candidate Edmundo González in an effort to seek a solution to the country’s disputed election. While several countries have recognized either Maduro or González as the winner of the election, Brazil, Colombia and Mexico are among the nations that have not yet recognized either. What are the prospects for Latin America’s three largest leftist governments finding a resolution to the political crisis in Venezuela? Do formal legal mechanisms in Venezuela stand a chance of satisfying the opposition’s concerns? What can the international community at large do to restore peace in Venezuela?

Bell Rule of Law Program at the Inter-American Dialogue: “Latin American governments, particularly left-wing ones, have generally failed to have a consistent foreign policy when it comes to democracy and human rights, with the notable exception of President Boric in Chile. Today, the Lula, Petro and López Obrador administrations have the responsibility and opportunity to stop using euphemisms when talking about Venezuela. They recently called for the respect of human rights—they should go a step further and ask the Maduro regime to stop the spiraling repression that has left more than 20 people killed, over 2,000 in jail according to authorities, social media blockages and the intimidation campaign to curb dissent.
