However, his first six months in office have been slow and filled with setbacks. He inherited an inefficient and dysfunctional bureaucracy. In Congress, his weak, inexperienced and suspended Semilla party has been more of a burden than a source of support. He has replaced six of his original top-level officials, which has furthered the perception that he is improvising on the job. Public support is waning, and patience is running short.
