Bell Rule of Law Program at the Inter-American Dialogue: “The Maduro government has been desperately looking for international recognition, which it requires to re-enter the international stage beyond its traditional allies—this, in turn, is essential to access funds and international markets it desperately needs. Setting the date for presidential elections, inviting international electoral observers, stating it will allow representatives from the U.N. human rights office to return and meeting with Prosecutor Khan from the ICC is part of that strategy. While these measures cannot be seen as a genuine attempt to subject authorities to international scrutiny, they can be useful for an international community interested in pressing for a transition to democracy in Venezuela.
