Barbara Kotschwar, principal at Economic Insights and professor at Georgetown University: “Brazil, one of the world’s main exporters of iron ore, recently launched at least half a dozen investigations into alleged Chinese dumping, including products from steel sheets and coated steel to chemicals as well as tires. China, which has been grappling with the setbacks of the Covid-19 pandemic, a crisis in the property market and high debt levels, has experienced a significant manufacturing surplus. This excess supply coupled with weak domestic demand has led Chinese exporters to lower their prices, in some cases by around 20 percent in the past year, hurting Brazilian manufacturers. This presents a dilemma for Brazilian President Lula, who seeks both to improve relations with China, which had grown frostier with the previous administration, and spur Brazil’s industrial sector.
