He visited the region just once, for a global gathering of heads of state that happened to take place in Argentina. He irritated Mexico, the United States’ largest trading partner in Latin America, by insisting on rewriting and renaming their 25-year-old free trade arrangement—which produced only minor, mostly inconsequential changes. Trump’s reversal of Obama’s opening to Cuba and imposition of new sanctions on the island, along with continuing threats to Venezuela, reflected the polarized demands of U.S. politics.
