Peter Hakim, member of the Advisor board and president emeritus of the Inter-American Dialogue: “Aside from his sustained effort to cut back migration, President Trump’s first term in office made clear that he had no real interest in Latin America. He visited the region just once, for a global gathering of heads of state that happened to take place in Argentina. He irritated Mexico, the United States’ largest trading partner in Latin America, by insisting on rewriting and renaming their 25-year-old free trade arrangement—which produced only minor, mostly inconsequential changes. Trump’s reversal of Obama’s opening to Cuba and imposition of new sanctions on the island, along with continuing threats to Venezuela, reflected the polarized demands of U.S. politics. There were no important shifts in the autocratic, repressive governments of either nation, however—and…”
