The United States has the upper hand in negotiations with Mexico due to its economic size, but AMLO is not backing down from his position that genetically modified corn is harmful for human consumption. While trade panels seem to signal a heightening of tensions between the two countries, it can also be seen as a less biased process of adjudication.
