Why Did Mexico’s Justices Reject Some Electoral Reforms?

Arantza Alonso, senior analyst for the Americas at Verisk Maplecroft: “The annulment of a portion of President Andrés Manuel López Obrador’s (AMLO) controversial electoral reform package (dubbed ‘Plan B’) suggests that: Mexico’s Supreme Court is asserting its autonomy and role as a much-needed check on the executive and legislative powers; the judiciary is able (and willing) to resolve disputes between Morena’s sweeping congressional majority and the opposition, which levels the playing field; and the country is one step closer to safeguarding the electoral authority’s effective operation. The court’s arguments focused on the violation of the legislative due process, rather than on the content of the reform. Therefore, we expect that other reforms fast-tracked by Morena’s legislators, which the opposition is likely to challenge, will have a similar fate.
